Default CEL code P0141 Rear O2 sensor

So I was getting a code when I first got this honda accord for the front o2 sensor, bank 1 sensor 1 so I replaced it and that code went away. Then almost immediately I get code P0141 for bank 1 sensor 2 which is the rear o2 sensor. Since my dad whom is a mechanic told me the back one doesnt do anything to effect performance I put off getting the rear o2 sensor until I got more money. Now that I have this new job, I used my first check to do a tuneup and one of the parts I got was the rear o2 sensor. I replaced that yesterday and deleted the codes and again, almost immediately after starting the car I get the P0141 code for the heat thing in the o2 sensor malfunctioning. I know this o2 sensor is brand new and its made for my car, not a universal one like I have seen many people use just to find out they are trash. So I dont think its this o2 sensor. My brother whom also knows cars said it is probably a clogged converter and that the converter needs to be changed out for that code to go away. I figure I would say all of this on here, because you guys have always fixed my problems so any input you guys could give me would be very valuable before I spend the $141 plus shipping for a converter not to mention the pain in the *** of installing. So could anyone help me troubleshoot this problem?

You will need to check the connection at the O2 sensor.
Verify it is clean and tight.
Verify the pins are clean and not corroded.
Verify no damage to the wire harness for the rear O2 sensor.
Verify all engine bay grounds are clean and tight.

If the catalyst was bad you would not get a code for P0141, there is something wrong with the heater circuit. Check the connections, check the harness.

Thanks for the reply. I will try what you suggested tomorrow as long as it doesn't rain. From looking at youtube videos from ericthecarguy on youtube, I am kinda thinking the converter is fine. Otherwise I would have very little power and the car would probably be running alot worse then it is now. Right now all it does is surge, but thats because my distributor was leaking oil on the ignitor and the wires to the ignitor are kinda screwed up. A junk yard visit will fix that, but I am hoping your suggestion fixes my o2 code problem. I feel like that check engine light is laughing at me.
