Boostednotch

i have a 1999 honda accord 2.3l ran fine then parked for months. now when the battery is hooked up voltage drops to 4 volts. tried multiple parasitic draw tests and cant seem to find any solutions. runs off a boost but rpms fluctuate between 800 - 2200. also when key is on rpms change when operating any windows. already swapped batteries. just curious if anyone has any suggstions/common electrical problems, only thing i can think is power shorted to ground somewhere and i tried unplugging most major components (alternator, stater, ignition, distributor, and power outlet.)
