Default Arrocrd vtech or not

I have a 1996 honda accord LX with a stock ECU is it pre Wired for vtech?>

No... If your car has it's original engine then you have a f22b2 (sohc non-vtec). The ex model (and I think all the wagons) had the f22b1 which is a sohc vetc engine that has about 15 more hp.
