Default Airbag law in virginia

does anyone know the law about having airbags in virginia, I failed state inspection because I have a aftermarket steerting wheel , not an airbag there so mechanics telling me I need to pay him 1500 and some change to solve this problem , I said yeah ok whatever !!!!!!!! I cant find any law about having airbags or anything in the inspection rules stating that you need to check the airbags. look at this am i missing something


Replacement of Stolen/Lost/Damaged Safety Inspection Approval Stickers

The Safety Division issues replacement stickers for lost and/or damaged safety inspection approval stickers under certain conditions, without causing the vehicle to be re-inspected. This process provides a valuable service to those citizens affected by loss, damaged and stolen inspection stickers without compromising the purpose of the Inspection Program. To replace your inspection sticker, contact the Safety Division.

Virginia Motor Vehicle Safety Inspection Program

The Required Official Inspection Procedure, as approved by the Virginia State Police Superintendent, is as follows:

REQUIRED OFFICIAL INSPECTION PROCEDURE

Each inspection consists of the following items – for further details consult the "Official Inspection Manual":

1. - REMOVE OLD INSPECTION STICKER.

2. - DRIVE VEHICLE INTO INSPECTION LANE.

3. - INSPECT BRAKES FOR:

Worn, damaged or missing parts.
Worn, contaminated or defective linings or drums.
Leaks in system, proper fluid level.
Worn, contaminated or defective disc pads or discs.
(NOTE: A minimum of two wheels and drums must be removed from each vehicle at the time of inspection. Consult the official inspection manual for exceptions.)
4. - INSPECT PARKING BRAKE FOR:

Broken or missing parts.
Proper adjustment.
Standard factory equipment or equivalent.
5. - INSPECT HEADLIGHTS FOR:

Approved type, aim, and output.
Condition of lamp, wiring and switch.
Beam indicator.
6. - INSPECT OTHER LIGHTS FOR:

Approved type, proper bulbs, condition of lenses, wiring and switch.
Aim of fog and driving lamps.
Illumination of all lamps, lens color, and condition of lens.
(NOTE: Every vehicle must have a rear lamp showing a red light to the rear, a white light illuminating the rear license plate; vehicles over 7 feet wide or extending 4 inches or more beyond the front fender extremes must be equipped with approved clearance lamps and reflex reflectors. Count load in measuring.)
7. – INSPECT SIGNAL DEVICE FOR:

Approved type, proper bulbs, condition of lenses, wiring and switch.
Correct indications and tell-tale (visual or audible).
Illumination of all lamps, lens color, and condition of lens.
8. – INSPECT STEERING & SUSPENSION FOR: (Jack up front end as shown in Manual)

Wear in bushings, kingpins, ball joints, wheel bearings, tie rod ends.
Looseness of gear box on frame, condition of drag link and steering arm.
Play in steering wheel.
Wheel alignment and axle alignment.
Broken spring leaves, and worn shackles.
Shock absorbers.
Broken frame.
Broken or missing engine mounts.
Lift blocks.
9. – INSPECT TIRES, WHEELS & RIMS FOR:

Condition of tires including tread depth.
Mixing radials and bias ply tires.
Wheels that are cracked or damaged so as to affect safe operation.
10. – INSPECT MIRROR FOR:

Rigidity of mounting.
Condition of reflecting surface.
View of road to rear (Truck mirrors must extend at least halfway beyond edge of body) – (Visibility 200 feet to rear).
11. – INSPECT HORN FOR:

Electrical connections, mounting and horn button.
Emits sound audible for a minimum of 200 feet.
12. – INSPECT WINDSHIELD AND OTHER GLASS FOR:

Approved type safety glass.
Cloudiness, distortion or other obstruction to vision.
Cracked, scratched or broken glass.
Stickers. ALL UNAUTHORIZED STICKERS MUST BE REMOVED.
Sunshading material attached to the windshield to ensure it does not extend more than 3 inches downward from the top of windshield, unless authorized by Medical Waiver Certificate.
Operation of left front door glass.
13. – INSPECT WINDSHIELD WIPER/DEFROSTER FOR:

Operating condition.
Condition of blade.
14. – INSPECT EXHAUST SYSTEM FOR:

Exhaust line-manifold, gaskets, pipes, mufflers, connections, etc.
Leakage of gases at any point from motor to point discharged from system.
15. – INSPECT LICENSE TAGS FOR:

Illumination of rear plate.
16. – INSPECT HOOD AND AREA UNDER THE HOOD FOR:

Operating condition of hood latch.
Presence of emissions system -Evidence that any essential parts have been removed, rendered inoperative or disconnected.
Fluid levels that are below the proper level
1. Brake fluid.
2. Power steering fluid.
Power steering belt - proper tension, wear, or absence.
17. – INSPECT AIR POLLUTION CONTROL SYSTEM (1973 and Subsequent Models) FOR:

Installation.
Operation.
(NOTE: This includes the catalytic converter and the fuel tank filler pipe.)
18. – INSPECT DRIVER’S SEAT FOR:

Anchorage.
Location.
Condition.
19. – INSPECT SEAT BELTS FOR:

Approved type.
Installation.
20. – INSPECT DOORS AT THE RIGHT & LEFT SIDE OF THE DRIVER’S SEAT FOR:

Handle or opening device which will permit the opening of the door from the outside and inside of the vehicle.
Latching system which will hold door in its proper closed position.
21. – INSPECT FUEL SYSTEM FOR:

Any part that is not securely fastened.
Liquid fuel leakage.
Fuel tank filler cap for presence.
22. – INSPECT FLOOR PAN FOR:

(a) Holes which allow exhaust gases to enter occupant compartment.
(b) Conditions which create a hazard to the occupants.

23. – ISSUE STICKER:

(a) If approved, place approval sticker on the vehicle, and give pink copy of certificate to operator.
(b) ALL DEFECTS MUST BE CORRECTED AND THE VEHICLE REINSPECTED WITHIN 15 DAYS.

THE DRIVER MAY BE IN JEOPARDY OF RECEIVING A SUMMONS FOR ANY DEFECT STILL

PRESENT ANY TIME THE VEHICLE IS OPERATED ON THE HIGHWAY.

(NOTE: The validity period of the rejection sticker shall include fifteen (15) days in addition to the day of the inspection.)

Good luck , I have sit here and researched for hours and hours, not to metion offering 50bux to just answer.com Still no reply. I am in some Virginia city data forums now trying to get some knd of answer, I also have talked to 2 state inspection techs and I get 2 different stories. Im lost . but if you hear anything let me know .

12. Any modification has been made to any part of the steering or suspension system that affects proper steering or suspension or any part of the original suspension system has been disconnected.

13. Any modification or replacement has been made to the steering wheel that affects proper steering. The steering wheel shall be rejected if the outside diameter is less than 13 inches unless original factory equipment.

This is all I could find quickly. It will probably be difficult to get in touch with anybody over the weekend. My advice. Don't pay a dime until you know without a doubt. I try to keep looking into this, because it think its b%*%$#.

yeah bullshit indeed. My steering wheel was professionally installed, and is larger than 13 inches .

Virgnia requires state inspectors to work on Memorial Day , thanks giving , labor day. and one more .

There open tomorrow. I tried calling the state police but there closed until tuesday.

Believe me Im not payng **** .

if its part of the OEM safety equipment that comes with the car, it HAS to be on the car for inspection. im sure you could find a steering wheel for your car at a junkyard that still has the airbag intact....

btw, i used to live in Virginia. another option is to ask around for a "good" inspection place. some of your local tuner shops may help you out...

lol.....sounds like a hoax to me.
i like the idea of going to a junkyard. i'm sure you could fool them into believing the air bag is in place. even though it really isnt.......and i bet your SRS light is on........just pull the cluster out and pull out the bulb.

yeah thought about popping the bulb , But mechanic says it should cut on when the car is started . Then go off. I think I am going to con someone for 100 bux to throw a sticker on there. Thats the plan. I am not paying 456 bux for 2 airbags , steering wheel and clock . Airbags are bullshit , Just another law to eat your money away .

he is def bullshitting you. I got an aftermarket steering wheel adn i even asked the guys at Mineke (spelling) and they dont care, i passed, i even EMAILED dmv/inspection and they say u do not haev to have any as long as your SRS light is not on. I see you live in richmond, This is virginia beach and we all know how F"d up VA laws and crap are about cars. Matter of fact i never even heard the "no motification to the steering wheel" So honestly i think ur getting played in my opinion i say try somewhere else.

However my brother did get flagged for an aftermarket steering wheel.. B.c it was too small lol but mine was the same size go figure, so im guessing it depends on the place and how cool the guys are.

i know it says i live in tx but thats where i did live and i plan on moving in a few months, TX laws are way more cooler about cars then this POS states.

yeah well the place of business is Brauning motorsports that built my motor to the best you can build a F22 , I mean everything was done to the motor. I paid them over 6k for a 30psi+ block and head work . I was Dyno tuned at 14psi with a t3t4oe and pulled 383whp and 381wftp. I told them to renew the inspection and now they want 1500 to complete the inspection for 2 airbags and steering wheel with clock spring. I said SHITTTTT!!!!! Talking about nickel and diming a muthaf*cker

My track car does not have airbags. It always passes Virginia state inspections.

My exhaust even passes, but apparently the SMSP full exhaust qualifies as "stock-like" in Virginia statute law.

This is the steering wheel. It's an OEM Honda Access optional wheel for the DC2 in markets where SRS is not mandatory.





Now, there are <u>federal</u> laws that prohibit removing SRS except in cases where it presents a danger that over rides the safety benefit.

So let me get this stright , if the car came with Airbags then you must retain airbags to pass Va state inspection , Ok I can fool the next one by popping the bulb. But what about the big whole in the passenger side dash . I think I am going to have to spend the 456 and do it the right way and get it done the first time round instead of shopping for the right person to even look at my lowered accord . So low you cant get it on the car lift. Has to be a roll on .

There's folks out there who will pass you, but you have to remember they put their own jobs at risk by doing so. Imagine what would happen if you got pulled over and the Trooper was to do an inspection of his own. Then he decides to investigate your buddy's shop. He'll loose his inspection lisence, which is worth thousands of dollars.

My suggestion: keep all your spare parts like that for the once a year check up. Either that or find some country back lick auto shop out in Farmville who wouldn't know a Honda from a Toyota and have them inspect it. Chances are you will end up having a conversation about how technology has made your car faster than the old beat up Nova that doesn't run in the back of their shop.

I changed the steering wheel to a MOMO steering wheel , and my buddy needed the passenger side airbag ,so I was told I didnt need it to pass inspection , so I gave it away , now I m being told that it is needed. I still have the control module just no airbags , steering wheel and clock spring . I threw the oem steering wheel away !! like a dumbass . The driver side airbag was used to blow a 5gl bucket 100ft in the air.

Theres no point inbuying the fake covers for the same price that the airbag cost, Ill do it the right way , replace the **** and get inspected. Then Ill take it all back off . But this time its going in the shed for next year. You know as many times as I was pulled over in my car ( and I got pulled over alot ) over 8 non moving violations at one time . Not one cop said a damn thing about the airbags.


Does anyone know that the passenger side is required to pass inspection?

Funny you say Farmville , I have family out there and they own Jenkins Blue and Grey Store. Also they own the Auto Shp across the street . I went there last year thinking I would pass. **** !!! they nick picked on everydamn thing and rejected it !! And the airbags was in there .

All i can do is shake my head on this one. I guess if you have the money for replacements go ahead. But if someone had asked me 3 days ago if you needed airbags to pass inspection... well I would have seen a 5 gallon bucket get shot in the air.
