Default 1990 Accord radiator fans

Radiator top blew off. Replaced with new radiator, new drivers side fan also, and thermostat. The issue is the only way either fan will run is if the AC is on and then the interior blower switch is on. The passenger fan runs immediately when ac is turned on. The drivers fan only comes on when the engine warms up to temp. Then they (both cycle on and off as needed) I drove and let the car idle for 2hrs to make sure they did cycle. Car NEVER overheated it maintained the correct temp.
My question is should not the drivers fan run without the AC having to be on???
Does one of the thermocouple switches on the engine control the drivers fan temp for cycling???
NOTE: when inside blower for heat/ac is turned off, both passenger and drivers fan goes off.
Any help will be appreciated.
I searched site and coulded find my exact problem.

Don't mean to be an "A@@ Hole" but this has been covered many times.

Yes you will need to do some testing. Follow this and answer the results of the tests and then let us know where you get stuck.
