Those are found on 5-door EP Civics here in the UK, not a clue on what else or where else though.

Unless there's something wrong with the finish, leave them silver. Don't paint them some goofy color like black or bronze or green (unless you're trying to appeal to the twelve-year-olds in your neighborhood ).
