I remember seeing those with the big lip before when my brother was looking at wheels about 3 years ago. I cannot remember the brand but I think they are discontinued wheels.
Edit: I believe it was Axis that I saw that made them. I just checked and they don't make many style wheels anymore but that one was not listed.

As for the brand, they do not meet a lot of safety regulations that other manufacturers are required to pass. That's why they're only really found on eBay or that specific site (which is of such a poor quality, it looks as though its fake).
