Can anyone tell me why these are cheaper than other listings?

They claim authenticity, is it just because japan and they likely wholesale and get them for cheaper?

They list a wheel weight of 11kg... That is about 24 lbs. I'm not sure if that is telling at all, but it's worth mentioning.

yeah, i mean after shipping it comes out to just under $1,500 (by pennies).
I just see people selling used wheels for this price and new wheels for up to 500 bucks more so i didn't know.
