Default Timing belt issue

Anyone know how tight or how much tension is suppose to be on the timing belt. The side near the front of the block seems loose and tighter on the other side closest to the firewall. Also anyone know how to flush out the radiator core on a 98 civic Dx?

It's a 98 gsr

I believe you should shoot for 1 inch of deflection total, with no spots becoming looser than that. Also, torque the tensioner to 40lbs after youre done.
