Surging idle. I'm stumped

Default Surging idle. I'm stumped

Hi, I have a 95 integra gsr b18c1. I have a surging idle problem. When I barely give it gas it goes up to 2000rpm but will drop in rpms without releasing throttle, if I give it more gas it does not drop, only when barely giving it gas, makes taking off hard without stalling. (5-speed) also it idles at around 1500 but also sometimes idles at 800 but it always surges a few hundred rpm when idling. I replaced the radiator, flushed coolant and bled coolant system, removed/tested/cleaned Iac, it is working, I tested and replaced tps. I cleaned tb and throttle butterfly with carb cleaner. I also checked my map sensor which is on top of the intake but when I removed it the hole is sealed on the intake so I don't understand the point of it being there if it's just plugged in but not having a function. I looked for the fitv under throttle body but there isn't one so I'm guessing the previous owner got an aftermarket tb without fitv. I also cleaned out my air filter and replaced my fuel filter. I checked for vacuum leaks and found a few but fixed them, I sprayed carb cleaner around all gaskets and no change in rpms, also covered the air intake and engine stalled so I don't think there is a vacuum leak. Just bought the car a week ago the guy said he has no idea what caused it. I'm running out of ideas.
