Speedo Dead, please help troubleshoots

Speedo Dead, please help troubleshoots
Thanks in advance for any help. My Speedometer is dead along with Odometer and Trip meter. No movement whatsoever.
Syptoms:
-Speedometer, Odometer, and Trip meter are not moving at all.
-No CEL, and not getting any CEL codes either.
-Fuse is good, ground (G101, G201, & G401) looks good and plugs are tighten.
Test the following so far
-Test the connection wires to VSS; Black (-) is good, Yellow/Blue (+) is giving 12v+, but the Yellow/White is getting only 4.70v (Manual states approx 5v or more). Anyone know if 4.70v is bad?
-Checked speedo and it is also getting 4.70v.
-Plug back the VSS and now it measured 0.18v. Spin the wheels slowly and get crazy reading anywhere from 0.18v to 12v. Helm says this should pulse from 0v ~ 5v. Also, speedo is getting the same 0.18v ~ 12v as well.
I sort of think its most likely the speedo, since speedo is getting (0.18v ~ 12v) when wheel is spin it should at lease have some movements eventhough it may not be correct? But what do you guys think? Could it most likely be the VSS, Speedo, or could ECU cause this? I dont have access to spare parts so I want to make sure my problem before spending $$.

1. Inspect fuse
2. Disconnect 3-P connector at VSS
3. Check for continuity between BLK wire Terminal and body ground
4. If No continuity then repair open between VSS and Ground G101
5. If have continuity then turn ignition switch ON
6. Measure Voltage between YEL/BLU wire and ground
7. Is battery voltage: No - repair open in wire between VSS and fuse box
8. Is battery voltage: Yes - continue to 9
9. Measure Volt between YEL/WHT and ground
10. Is there approx. 5v or more? No - repair open or short in YEL/WHT. If wire is OK, subsititue a known-good PGM-FI ECU, cruise control, or gauage.
11. Is there approx. 5v or more? Yes - reconnect 3-P connector at VSS
12. Raise front of car and support it with stands.
13. Back-proble the YEL/WHT wire and connect it to ground thru voltmeter
14. Put car in Neutral, key ON
15. Does voltage pulse 0 to approx 5V? No - Replace VSS
16. Does voltage pulse 0 to approx 5v? Yes - check for volt pulse at speedo. If OK, then replace Speedo
For me, at step 10 my YEL/WHT measure only 4.70V.
Also, in step 15 the voltage pulse anywhere between 0.18 to all the way at 12v.

sorry for buttin' in with my question but all your problems and how to fix them be the same for my problem? mY speedo works sometimes, it either stops working or bounces irratically (if im going 60 mph, it bounces from 50-80 mph). should i check to volts like you guys too...?

that troubleshooting steps is taken from honda manual. What concern me is that my WHT/YEL line measure only 4.7v when unplug, and when spinning the wheel it pulse anywhere between .18v ~12v. Anyone have any idea?
