Default Random Revving in nuetral

I have a h22 swapped in an integra. The swap was done cleanly and the right way but anyways, When im driving and then come to a stop, the motor keeps revving from 1k to 2.5k RPM repeatedly and eventually will stop after 3-10 revs. At first it used to do it only when you would drive a few feet in traffic and when u put it in neutral the car would rev up about 1k RPM higher and then go back down to idle. It doesnt do it when I first start the car. And I adjusted the TPS thinking it wasnt set correctly because the two screws were loose and I set it to .49V and now it Revvs by itself more often now. I dont know if having a blox throttle body affects anything. And I have a stock p28 unchipped/untuned yet. IDK if those two things will affect that.

It's actually a chipped p28 and now I'm thinking its a vacuum leak because it idles high and revs from 1k to 2.5k still.

Is it possible to find a vacuum leak the same way we find boost leaks with the boost leak tester. pressurize through the throttle body and then listen for leaks?

I have the same problem and I think it's air in the cooling system. I had to pull a coolant line and mine has had the same idle issue as yours since then. I've bled it a few times but I know I haven't gotten all the air out yet.
