Default p28 and p06 ecu

what would be the advantage over haven a p28 ecu chipped or a p06 ecu thats vtec converter and chipped or would it be the same thing and would the p06 plug into my p28 harness?

There is no functional difference between a p28 and a properly converted P06. Assuming the P06 in question is OBD-I, then yes, it will plug-in in place of a P28.
