LS Vtec will pass california smog? anybody

Some smog techs can't recognize a LS/VTEC but some will which will cause you to fail visual. If the engine is stock and is in good running condition you should pass the sniffer portion.

Yes, they pass. However, most smog techs are well read on Honda engine swaps. The LS Vtec is easy to spot. Please email me with any CA smog/registration related questions.

Here is a lovely loop hole for you. There have been LS/VTEC swaps that have passed BAR in the past therefore since the precident has already been set they must pass this portion of visual inspection. Now if they want to deny you this they must find the others who have passed with LS/VTEC and revoke their certs.
Now it gets more difficult because they are not sure how to classify the car. It is not a B18B but it is not a B18C. But you can argue that since the block is a B18B and that is what they are basing it on and it is legal to have certain modifications on an engine and since there is no law stating as such that a specific head must be mated to a specific block then he must classify your car as a B18B. Now you must have the necessary SMOG related items that a normal B18B would have the year on the block which is on the back of the block. NO BAR ref will climb under the car so you better have papers telling them what year block you have. And make sure all your hoses are correct.
I am not sure whether or not B18B have EGR's or not. But if they do then you need to try and argue that it should be classified as a B18C or B18C5, which ever head you have. Be careful with B18C5 as those are only 97 and up and must be OBD-II.

In theory, you are 100% correct, however in actuality the bar ref will classify it as an LS Vtec. When you argue the precident fact, they will still classify it as an LS because the bar ref will say that there are new bar mandates that have to be met.

what mandates are those? I haven't heard of anything new since 2001. I'd be interested to know what new requirements there are as I honestly haven't looked in 2 years or so.

AQMD and CARB have different mandates. Both hold juristiction over the entire state of California, and both have emissions mandates that overlap.
