Default hesitation, vtec malf code1259

Just serviced the head on my 2000 accord with the ulev vtec head and now have a hesitation in the engine while it climbs through rpms then revs smooth above 3000 rpms, check engine light comes on with P1259 vtec system bank 1 malfunction trouble code. I have tested and cleaned the lock up solenoid, continuity in spec.
Any ideas were to go next?

Have you cleared the code to see if it comes back?

Yes, I have cleared th code and it comes back. I think the solenoid valve assembly may be not functioning properly, wen i cleand it there were several fine scratches at the bottom of the plunger. The plunger does move easily but had more resistance in the mid point of its travel, im thinking that maybe is has some binding going on that may be the cause.
