Inner Tie Rod Question

Inner Tie Rod Question
What goes bad on inner tie rods? They're basically just a threaded rod that connects the outer tie rod to the rack, so I'm not sure I understand how they go bad. I know the inners are turned to adjust toe, but do the threads get worn or something?
My outer TR boots cracked so I'm going to replace those, but arent sure if I should do the inners too while I'm at it. I know you need the special wrench to change the inners and I'd like to skip it if it's not really needed....maybe just replace the 11 year old corrugated rubber dust boot?

There's a ball joint at the base of the inner tie rod. If they're floppy/loose Id change them, otherwise leave them. Sometimes they're a bit of a pain if you leave the rack in the car..unbending the lock washer isnt exactly fun with no space. If you pull the rack, its a breeze. At the very least Id put in new oem dust boots.
