Default Help needed. B20 vtec swap. 4500 rpm idle.

So I just installed a B20 Vtec swap in my civic and I cannot figure out why it will only idle at 4500-5000 rpms. I believe that I have correctly installed the p28 chipped ecu and adapted my wiring harness to work with the obd2 system. If anyone has any ideas at all please let me know asap. Thanks.

I plugged off the holes for the fast idle valve andit dropped to about 3000. I was also thinking a vacuum leak because that is the only thing that makes sense to me. I have 2 iac valves and it does the same with both of them. But I thought maybe the chipped ecu I bought on ebay may not be tuned correctly causing this issue.
