95hondasedan

please help i have a 1995 honda civic sedan with a b20b4 recently swapped it wont start by key starts by jumping the starter the trigger wire does not have 12 volts going to it and when i press in the clutch to start it and turn the key all lights stay on i know usaully all the lights should like check engine,srs,brake are suposed to go out momentarley but they dont they stay on when i turn the key and i know the starters good, fuel pump works and the engine does run when i jump the starter so any info in advance would help thanks
