Default B16 won't go past 4000rpm

Hey guys

I have a obd1 B16 in my civic. It drove fine all day then when i got in it to go home it started fine drove fine but when i went to go over 4000rpm it car would hit fuel cut or something. My Speedo aslo doesnt work work now ... so i am wondering is it my VSS or should i look at something else?

cheers

Do you have aftermarket ecu? Possibly with 2-step thing programmed? Cuz if your speedometer doesnt work then your ecu thinks your stopped then the 2step should engage so you can do launch I think...
