He's pretty much right. They both allow height adjustment and that's probably what your looking for. The only advantage of a "full coil-over" system is that you can adjust preload (not important), and making ride height adjustments doesn't effect shock travel like a sleeve system does...
This isn't much of an advantage though since you can get extended top hats for sleeve systems, or simply mount the front shocks lower in the fork to get back any lost compression travel.
Personally I much prefer to shop based upon warranty, other peoples experience, and product features. This is why I went with Ground Control Sleeves and Koni Sport (yellow) adjustable shocks. Lifetime warranty all around, and top quality reputations...
Some other brands that have caught my attention would be Tokico Illumina adjustable shocks (lifetime warranty), PIC full coil-overs (great customer service), and even Skunk2 sport shocks (shortened bodies)...
