HAS is still in business at 765 Gifford Ave in San Bernardino. They rebuilt my D16 a few months ago. They didn't turn the crank, just put new bearings in, and they didn't adjust the valves when they put it together. The timing belt jumped a tooth the first day because they had it on too tight. The cheap oil pan gasket didn't have spacers at the rear of the pan to hold it in place so it worked it's way out and started leaking in about a month. The head gasket starting leaking 4 months later. When I pulled the head it appeared to have been surfaced with a belt sander or piece of sandpaper and the exhaust guides needed to be replaced. I've been in the car business for 40 years and never seen worse work. Stay away!

I think a D16Y8 uses a MLS gasket (metal layers) and requires a head flat to .001 spec. and an almost mirror finish (very flat and smooth).
.01 would be way to much and probably require the head be straightened then milled. I'd suspect the cam was binding if it was that warped.
You can straighten by bolting down to a plate with shims and heating in an oven (in a shop).
Definitely want to check the block deck too.
