James Allen saying the fins do not add a lot and if the FIA were to banish them it's likely the engineers wouldn't care much.

SF70H in the hands of Kimi ran a 58s lap yday in coolish conditions, with power turned down, and on demo tyres. That's just 2 seconds off the lap record.
Wish teams were allowed unlimited testing for 1 month in the offseason, make it the month of Feb.
How about this idea. For each day of testing that is used a portion of the teams prize money is placed into a fund. The teams out of the top 5 are given a share of the money (based on inverse of final standings. Formula for the testing deduction is (# of test days * $1,000,000)/Final standing position from previous season.
Using last years final standings and assuming these teams all did 20 test days it would be: Merc put 20 million in the pot. RB would put 10 million in the pot. Sauber would put 2 million in the pot. If Manor had survived they would put 1.8 million in the pot.
While not the best solution it at least allows for moar testing.

Wheelbase is longer.

The 2017 Merc is longer than the 2016 Merc gotta be over 5100mm at this point
I don't think the perspectives on that are identical but it's close. The wheel base has to be around 3450ish mm - 11.5 ft.

A 1991 Ferrari 643 was 4400mm long, with a 2881mm wheelbase.
A 2000 Williams FW22 was 4540mm long, with a 3140mm wheelbase.
A 2009 Toyota TF109 was 4636mm long.
A 2016 Mercedes W07 was 5067mm long with a 3411mm wheelbase.
4400mm is a little longer than a current Vauxhall/Opel Astra or Ford Focus. 5067mm is around the length of a BMW 7 series or Mercedes S-Class.
