Default ECU issues

I'm having severe issues with my ECU. Burning capacitors, weird idle, every thing you can imagine.
I have done days worth of research and have not come up with much. I have a few questions and photos to show someone who might be familiar with any of the following-
OBD1 B16A2 engine, supposedly came from an '00 si but I'm not so sure.
it's all OBD1, except the AIT sensor/distributor, and has been swapped into a '94 civic coupe.
The current ECU I have, P06 converted to vtec and socketed for a chip, which is loaded with a B16A2 basemap. The ECU is really weird and I'll get into that in a bit.
I have had p28 ecus, both chipped with the same basemap. The first one was fried at the capacitors and the q31 resistor indicating at least that I had the iacv and whatever other plug switched. It came with the car and took a long time to finally fry beyond use.
The second one was purchased at a local Honda specialist shop, same p28 socketed etc. Caps fried out, not q31.this ECU went fast however. The current engine harness was virgin when I aquired it, OBD1 and vtec ready. The few splices on it are solid. Both shock tower harnesses are fine, all the way to the ECU and inside fuse box.
the current ECU has a few problems, none of which I can say if they were part of the problem or not.
For one its missing two components in the c51 and c52 sockets. I watched a conversion video for my specific ECU and for the chip part these were included. They are not on my ECU.
The second and most worry some issue I found is a blob of solder bridging the gap between two legs on the component in the ic12 slot at the very front of the board.
I'm unsure if the solder was there previously or if the board got hot there as well and melted the solder after putting it in my car.
So far we are at 4 ecus without solving the problem.
Before I go to number 5 I would like second opinions on what to check first.
the motor runs strong as hell, but something is feeding power back to my ECU.
