NEED HELP!!!! no power to injectors

NEED HELP!!!! no power to injectors
92 civic
motor: 98 spec itr
walbro fuel pump
440cc injectors
so i tried just about everything i could think of. check sparks, replaced main relay, new fuel pump and wired resistor box. it cranks but won't turn over. thought it could of been the injector wires since i had to wire obd1 clips on to obd2 harness but all the wires matched up. i pulled the fuel rail off to see if gas is spraying through injectors but nothing. fuel pressure checks good. what am i doing wrong? or not doing? any helpful advice?

check the impedance of the injectors make sure there low Ohm
if not that could be the problem the resistor box due to it dropping the voltage to already high Ohm/impedance injectors then they will be getting almost no power and will not open
also check the voltage at the injectors plug

i'm sure i wired the box right. i checked the wiring over 10 times just to be sure. i will check the ohms on each injectors. thanks!!!! any other ideas will be helpful.
