The valve cover ground will not always cause a no start issue. However the ground on the thermostat housing is definitely needed. If the ground on the thermostat is even loose you will get a no fuel no start issue.
As far as asking what checking for spark has to do with fuel, there are similar problems that have to do with no spark no fuel combined. Such as Main Relay.
Just check it. A link is even provided.

The integra fuel pump relay is a different pin than the civic. When you put the B18 ecu in it doesn't give power to the pin. Thats why the P28 works. Here is a link to the ecu pinout. Swap A15 with A16.
