Default H22 civic swap with a/c Idle issues

I have a 97 civic EX with an H22 swap and civic a/c with the HCP a/c bracket. The car idles fine with no vibration with the a/c off but when it is on the car idles at 650-850 rpm and causes major vibration. I need to find a way to keep it around 1000-1100 rpm idle. I tried adjusting the IAC and it raised the idle but also caused a bobbing idle too which was also annoying. My FICV is bypassed with no leaks, and was curious if this could prevent me from adjusting my IAC and having a smooth idle with the A/C? Thanks in advance for any help you may provide.
