Check your oil level or condition. Vtec measures off of oil pressure, under low pressure it will not engage.

Well, did you change the oil before you run the car that has been stored for 2 years?
I don't think there are any oil has a shelf life more than a year. Might not be a bad idea to change it out. Just because it looks clean means it still does what it's intended to.

Check all your ground wiring just in case, I think one of my buddies car did that before as well, I could be mistaken though. Rats eat anything!

Re: vtec bogging..
This happened to me as well - there is a bulletin on alldata for it
symptom - hesitation at high rpm
probable cause - during hard acceleration, engine vibrations may cause shifting of the contacts at the MAP sensor. this may cause wear that changes the resistance of the connection at the MAP sensor
corrective action - replace the map sensor, and install the map sensor holder (harness)
note: one tie wrap is included in the map sensor and holder kit. a replacement tie wrap is needed only if the map sensor is disconnectied during a later repair
... when this happened to me i had a look at my map sensor harness and there was about 1/16th of movement, i didnt buy a new sensor, but i zap-straped the harness tight to the map sensor

Re: vtec bogging..
also.. was the car warmed up.. if you say no, just sell the car.
also make sure injectors are firing.. running off 3 cylinders won't throw a code but it sure will make a car bog
