Default Insufficient EGR flow 5g prelude

I threw this code (p0401)
Im sure this question has been answered many times, so sorry first of all. But I have a few questions---

How would I diagnose if it actually is a bad EGR valve
How do I clean out the EGR valve ( something about a little screen or filter? or somthing )
and any other useful information for getting rid of my CEL.!

I'd appreciate any help.

Here this might help.

Vineros is more indepth than mine. But mine is easier to read, and it helped me out.
