Is there a decisive way to tell if a catalytic converter is working or not??

Usually a rotten egg smell from the exhaust is a good indication of a bad cat.

Play with this website's Trouble Shooting guide for awhile

bang on it. if it rattles that means it's broken. also if you have a laser thermometer you can measure the temp b4 and after the cat. if the temps are drastically different it's clogged.

Regarding the temperature: Outlet temp will be 100 degress F more than inlet temp.

Most conclusive would be an emissions test.

If the emissions test shows elevation of CO and hydrocabrons, then its the cat. 80-90% of CO and HC's channeled into the cat ( if the car is warm) should be eliminated by the catalytic converter (if it's working).
