Hood will not open

Hood will not open
Hey, long time lurker, first time post.
I did try to run some searches to find anything, but there was only 2 posts with no information.
I have a 95 Prelude SE.
Battery died this week.
Went to pop the hood and it will not release.
There is tension in the hood release latch and I tried pulling it further using a screw driver, but nothing.
I tried reaching my arms up where the latch is under the hood, but my arms are too big to sqeeze around to that area.
Is there anyway to get back there? I'm thinking about taking out the lights to see if that allows me to access the latch.
Looking at the tech manual for the car, I can't tell exactly what I should looking for or trying. Never thought I couldn't break my way into my own car.
I appreciate any help or idea's.

Well, unfortunately i can't get it open.
I pushed down on the hood while a friend pulled on the release, then pulled up..but nothing. I tried it a bunch of times.
I used some pliers to pull on the wire even further out while I had someone push down on the hood, then lift up.. nothing.
For some reason I thought I could remove the light without having to open up the hood, but I was wrong.
Is it time to break out the dremel yet??
