Fuel Pump not priming
Okay so I have a 01 prelude with a chipped p28 computer that I parked for winter jan 2012. I tried starting it last week and i'm not hearing the fuel pump prime. The CEL & oil light stays on along with the gas light (even though i parked with quarter tank). I checked the pgm-fi main relay and resoldered all the joints and It still doesnt start up. I can also hear the relay click 3 times when ignition is in 2 & 3. I'm guessing it's a ecu or a fuel pump problem?

I had that problem recently. I looked at everything (main relay, pump, wiring, ect...) for a week or two and found nothing. I finally pulled the covers off the ECU and discovered a capacitor that had burned. Shop that sold me a new ECU told me it wasn't totally uncommon for certain ECUs. Car is perfectly normal again.
I could leave the ignition turned to run position for a few minutes and the pump would eventually prime and I could start the car and it ran fine till I shut it off again. Over a few weeks it got longer and longer that I had to sit with the key on waiting for the damn pump to kick in. It finally got to where it would take 15'ish minutes to kick the pump on and right about then I found the problem. The cap in the ECU was real obvious once I had the cover off and looked in, worth a quick look.
