Default does a crappy start and high idle mean new cap and rotor needed?

when I start my car(if it starts right away) it idles at 1500rpm until it warms a bit, and when it does that it hesiatates, and sometimes it even falls to 600rpm when I come to a stop and then it goes back up. doea that mean I need a new cap and rotor?
