i believe h22a4 = 5 gen = obd II, p13's are obd I so you would have to get a conversion harness, also i believe you would need the obd I dizzy and injectors, but someone else will have to verify that, and the rev limits/fuel cutoff are the same = 7600rpms

I can't say anything about the JDM ECU cause I never topped my car out running it, but I can say with certainty that my 96 USDM P13 has no speed limiter whatsoever I took my **** up almost to the fuel cut in 5th gear, I'm not going to trust the stock speedo too much but that **** was about an 3/4 of an inch past the 150 mark.
