All motor build?
If I were to budget $2000 for mods on a H22 (all motor, not forced induction) what would they consist of? What would be my estimated whp/tq? 1/4 time? Complete Honda noob, trying to get a basis of what I'm dealing with. Anything is appreciated.

$2000 won't get you much besides bolt ons and a tune if you also have to pay for labor. If you want cams + valvetrain, that will run you another $1500 for parts alone.

what chassis are you going to shoehorn it into?
do you have any experience in the 1/4?
