1988 Honda Prelude Horn/Brake Lights ?

1988 Honda Prelude Horn/Brake Lights ?
Ok, I have a 1988 Honda Prelude S and I found the fuse under my hood that works both the horn and the brake lights.
But, every time try to plug a fuse in there, it blows.
So, my dad cut all the wires on the horn, all I have there is the wheel. I don't know if there was something more that he needed to cut or now there.
Anyway, what we were going to do is just unplug the horn from under the hood or where ever it is. Because you can touch a fuse to the spot it does in and you can hear the horn, so we think it is stuck on and that is why it keep blowing the fuse.
So, my question is how do I unplug the horn and where is it? This was I will have brake lights for now.
