Front passenger turn signal not working

Front passenger turn signal not working
2000 Honda CRV
Here's my issue, front passenger turn signal is not blinking.
When i hit the turn lever for right, the in dash light blinks fast and the rear turn signal blinks fast.
When i turn on the headlights the turn light come on and stays on.
With the headlights on, when engaging turn signal the front turn signal is not on nor blinking.
Hazards: All lights work normal, except front passenger turn signal doesn't blink.
All other turn signal lights work normal.
Things I have tried.
Changed both front bulbs with sylvania 1157A bulbs.
Switched the existing bulbs, left to right, right to left.
Unplugged the bulb sockets and switched those, left to right, right to left.
All of this has left with me with the same test results from above.
Could it be the relay? Does the relay control the front and rear signals independently?
Wiring?
Something else I'm missing?

Re: Front passenger turn signal not working
Half your 1157 bulb is bad or you have a bad wire on one side. Since you've replaced the bulb already, I'd start chasing wiring. Did you check for voltage at both contacts with the headlights on and the turn signal activated? You should see solid ~12v on one side, and on-off ~12v on the other. I'd start there and work the wires back through the turn signal circuit side.
