Default Westin Safari Bar Installation

I just recently ordered a westin safari bar and when I went to install it I could not get the bolts through the holes the instructions said to put them through on the lower radiator support. I looked it up and the only thing about this that I could really find was some guy that took off the bumper to get to it. That was not in the instructions and I don't really want to take off my bumper. Has anyone installed this bar and have any tips?

What year is your V? I have a 98 and I didn't have to remove anything during the installation of mine.

It's an '03. I can't even see how removing the bumper would matter. I just can't get the bolt to fit in the space in order to get it through the hole.

I had to leave all my bolts loose for the mounts just to be able to put in the ones for the bar itself. then tighten everything up after all the bolts where partially threaded.

My problem is I can't even get two of the bolts through the lower radiator support. If I try to put it in straight it gets stuck in something. I've tilted it ever which way I can think of and just can't seem to get it through the hole.

I guess I should also ask if anyone knows what "Wheels must be supported to support sub-frame to the unibody to avoid misalignment for reattachment." means as well.
