Wierd VSS problem (code 17)

Weird VSS problem (code 17)
Alright well my car started showing my a code 17 a few days ago. My problem is that it will not let me rev over 1700rpm. When I am not moving I can rev the to basically whatever I want even the orig rev limiter but as soon as I start moving it wont let me rev past that. Im a getting code 17 and code 9 (I was getting this before I had this problem). Its weird though, when it hits about 1700 it doesn't act as a rev limiter. It just stops the throttle input and then once it revs down abit it will let me speed back up again kind of like a speed limiter. Also when I hit about 1700 rpm the car will start to jerk back and forth and wont go over it. I tried checking the the speedo cable and its fine. Im going to replace the vss now but I wanted to hear if anybody had any input into this. Might it be something else that can cause this? Btw this is a 90 dx that was converted from dual point to multipoint with a b16 if that helps.

What lets the ECU know what speed the car is travelling at? I noticed that their are no wires off the VSS, therefore the ECU is not reading from the VSS. Does the ECU read from the cluster? The cluster was swapped out for a newer cluster and wiring might have gone bad over time. Or does the ECU read off of a sensor on the wheel? Car is not equipped with ABS incase that helps.
Also I believe I might have ruled out the VSS because the speedometer reads and works fine. I have disconnected the speedo cable before and all it does is run in limp mide with no vtec, but speeds up well passed my problem.

Is the speedometer working?
What is the last thing you did to the car?
I don't think it's strictly your VSS I think you distributor is disintegrating internally. Another possibility is a bad wiring problem. Check the distributor first.

Oops. Sorry. I forgot to update the post. Turns out it was the TPS sensor. The bottom half of the sensor had disconnect itself from the throttle body. Thanks anyways for your help.
