We were checking for vacume leaks , it's leaking right behind the spring a small shot of starting fluid in the spring and idle goes crazy for a second

They all leak to some degree as the bushing wear. It's common and there is always leak to some degree.
I've heard of this as a particularly notable problem on certain after market TBs on boosted cars.
Throttle body tune-up kits have these parts and more.

this isn't the sort of thing I would focus on. there can't be too much air getting through there unless you have play in the throttle shaft.

If there are no other leaks and he has idle problems then I would say this IS something to focus on. i have not had this problem even on a throttle body with 300k miles.

I have a weird cold-start idling issue where when I first start the car, idle jumps to 2200rpm and then settles at about 1800-2000 (even when it's 80* outside). Once it starts to warm up, the ECU has no trouble making a steady 750, but this always bugged me. I'm completely out of things to check, and re-check. Perhaps I'm having this issue as well. I'll have to check into it this week.
