No Start and Automatic Seatbelt problem

No Start and Automatic Seatbelt problem
Got a weird problem here.
So I go to start my 91 4-door civic, turn the key, then:
-car starts to turn over only for a split second
-Automatic Seat belt starts to move from forward to back position but stops after only an inch of travel.
-After that car has no dash lights and will not turn over. It doesn't do anything when trying to start. Clock/radio dont light up either.
-The seatbelt ends up going to the back position after turning the key on/off a few times and is now stuck in that position.
-When the key is off or taken out of the ignition there is a clicking coming from the Automatic Seatbelt relay/module behind the center console. It keeps clicking every second and won't stop.
-Also if I step on the brake pedal while it is clicking it will stop clicking till I take my foot off the brake pedal.
-And my radar detector that is plugged into the cigarette lighter does light up like its been on but doesn't do the start up sounds and light show when the key is in run/on
position.
Not sure if I blew out the seatbelt module, main relay, or maybe wires between the door and frame are shorting out(I did try and move the wires around while turning the ignition to see if I could get anything but nay).
Any ideas?

I did check all the fuses under the dash, under the hood, and the seatbelt ones on the battery and they are all good(by pulling them and looking at them).
