Default delayed start up between ignition switch and main relay

I have a weird issue.
1989 honda crx si
problem just started yesterday.
when i put the ignition into position 2, which should bring the accessory system and fuel injection system on line I am seeing a long delay. the accessories come on fine, the starter is able to engage and turn the engine. but the check engine light remains solid, the fuel pump does not prime, and the ecu is not being powered up.
It can take as long as 5 minutes for the pump to prime.

i have tried swapping a main relay from another working car with the same result

i have tested the ignition switch per the honda manual and all appears good.

i have a spare fuse box that i can put in, and I am about to run the main relay test and harness tests per the FSM. If anyone has had a problem like this before please point me in the right direction. I am confident I can fix it, but I want to do it as fast as possible.

one other observation...once it gets past the check engine light going off it starts like normal and runs perfectly.

Clean and tighten the G101 ground wire on the thermostat housing. If the problem persists, swap in a known good ECU.

thanks

will give it a try. that makes sense as I have had some coolant, water and gasoline spills in that area.
I also recently converted to obd1 and am running a p06 computer with sve jumper harness.

hit the ground with emery cloth, both the housing and the ground eyelet.
made no difference.
ecu had some green build up on the inside of the A plug which I cleaned up with alcohol, it was very slight, perhaps a bit of water got in at some point.
there was also a some around the last few pins on qm1 which seems to be an injector driver. toothpick and alcohol pad cleaned it up as well. the ecu has been in my car about a week, and it was purchased from a guy that lives near the coast.

yup, i found a great writeup on troubleshooting the series of circuits for this, http://www.homemadeturbo.com/engine-...da-ecus-98549/ and I am going to have to get new probes for my multi meter, they are not sharp enough to penetrate the clear coating on the ecu easily, so i am not able to get clean readings.
oh well p06 ecus are usually pretty cheap...

Take one of your probes, a stranded piece of wire and wrap it around the probe. Then use one of the fine strands or two and stick it in the ecu pin on the female side. Thats the easy way to test pinouts.
