Default tach only works while cranking engine

Like the title says, tach only works when cranking the engine. as soon as it starts and the key is released the tach stops moving and drops to 0. The car is an 88 crx hf with a 91 cluster recently swapped into it. Wires were moved as per instructions from honda-tech. All the engine grounds have been checked 4 times and cleaned2 times. With a multi meter i am reading 12 volts at pin 12(blue) behind the cluster while cranking, but voltage goes away when key is released.

sounds like which ever wire is responsible for providing power from the ignition is wired to the starter side of the ign switch. try to get a diagram for the 88 and a 91 to determine which wires power what

I have the diagrams and it would appear the wires are correct. I'l leaning towards a bad igniter.
