will a stock p06 ecu run a y8 mini me?

It will run it, but it own't be pretty.
You won't have vtec and fuel maps will be wrong.

you can always run obdo mpfi harness and ecu and an rpm actuated switch for vtec

... and run lean in vtec.
You can add an adjustable FPR and then run rich out of vtec.

just spend the $ and go OBD1.
