90 Civic Si with B16A - Problems with passing Smog
I'm new to this forum and this is my first post. Keep in mind I'm just learning about Honda engines, so bare with me. I have a 90 Civic SI and I had a shop swap in a B16A3 VTEC about 2 years ago. The car runs great, but
now its time for smog testing...I live in California which really complicates the matter.
My regular smog guy put it on his machine, but nothing was matching in the computer...so he didn't want to fool with it. He directed me to the state BAR
(Bureau Of Automotive Repair) Referee. The Referee checked it out, but told me it needed a few things done to it.
#1 Must install P28-A02 ECM for California emissions with a data link connector for a ODB1
#2 Must install approved intake manifold for 1995 B16A3 Del Sol engine
The problem here was two vacuum hoses had to come off separate ports and could not both come off a T- connection
The referee was unable to plug into the computer to get the history, because it lacked a 3-prone data link connector.
The shop I had do the swap had installed a OBD1 conversion (OBD0-OBD1 jumper, OBD1 distributor and OBD1 ECU) Apparently..this was not what the referee needed. Also
the shop doesn't seem to understand what the BAR Ref. is talkng about, and doesn't seem real anixous to help me solve this problem
Has anyone else in California done this swap and was able to have it comply with the BAR standards..and got the BAR sticker of approval? Of course some of the guys say they
know someone that can get it to pass smog for you, without even seeing the car...just send them the Vin number and $300-$400.and then have to spend that amount every time
it comes up for smog. I would rather put the money into the engine, make it legal, and not have to worry about it again.
Does anyone have any information, suggestions..or comments on this issue? I would appreciate any input on this..thanks

Pretty sure you need the stock intake. That may be hard to find, may not. I've never looked. Then, you need the P30 ECU. The P28 is the D16Z6 ECU. You want the USDM B16 P30 ECU (B16A3).
I'm not sure how swaps work in Cali fully. I just know you must have all the factory emissions equipment and stock ECU.

The swapped engine is complete, with all the emission controls and stock intake in tact
Heading back to the BAR this morning..for more information. I want to see what's up with the P28 vs. the P-30 thanks for the input.

You might want to check with the BAR ref again.
P30 = B16A3 ECU (del Sol VTEC)
P28 = D16Z6 ECU
The Del Sol trim is "vtec" for the B16. It seems like they used "Del Sol Si" which is the D16Z6.
That USDM P30 is kind of rare to find, but they do exist.

Just talked with my BAR ref this morning...he rechecked the list...and yes...it is the P30 that is needed...NOT the P28. Also it requires the complete stock wiring harness with the 3-prong plug attached. The shop that did the work on my car, just tapped into the stock 90 SI harness to save time and work....and also I presume....."Money"

What does the ref mean by "stock harness"?
Are they trying to say they won't pass you with an ECU jumper harness?
If that is the case, go find a different ref.

The Ref says that the harness that is on there now, does not have a 3-prong
plug for him to plug his system into...which gives him access to the computer,... settings..history...etc. Only a 2-prong plug is available..which is just used for testing emissions on the dyno

I have attached pictures of the 3-prong plug the Ref keeps talking about. I believe the 15 pin end connects to the Ref's computer...and the 3- prong end plugs into the ECU. The name of this plug is a Snap-On HON-1 EAA0355L77A Ethos Scanner Adapter
I have ordered a P30 ECU for the car, so there had better be some place on that ECU that this adaptor is used. Has anyone ever seen this adapter used before? Is so..does it plug directly into the ECU.. or into a harness or cable connected to the ECU. Thanks

This is what you need
It's called a 'DLC' - Data Link Connector
Black/white stripe -> A26
White/red stripe -> D1
Light blue -> D7
You can find it on any OBD1 car.
