There was a short (positive terminal touched ground) and now the car is not starting.
All fuses are good.
When I try to start my car, this relay clicks and that's it.
Its located behind the center console 90 Civic DX
What is the function of this relay?

It's a starter cut relay.

Starter Relay a.k.a. Starter Cut Relay for manual transmission equipped 1991 Civic Hatchbacks (should be the same for the 1990 models, too), for everybody's future reference:

Denso - Part # 056700-9410 (this is the number on the relay itself)

I am guessing that it clicks when you go to crank the car over?

Yes it clicks. I replaced it with another I had laying around, same clicking noise.

Try and jiggle around the wires where your ignition switch goes into the fuse box.

I'v had a wire go bad under the dash and i had to run a new wire to the starter solenoid so it would work properly.

i had the same issue. Idk what it was. i just got lazy and ran a 2nd wire as well. But to a push button under the dash. haha

I've also had the same thing happen on my 89 crx si and just started wiggling wires under the dash and started right up........guessing a wiring problem, short or loose ground wire.

i think you will find that the relay in question (located behind the console) is the cigarette lighter relay

Apparently it is the cigarrete lighter relay, what I dont understand is why it clicks when I try to start the car. I doesnt click when I open the ignition, clicks when I turn the key to start. wierd

Solved the problem.
The started solenoid wire that run from fuse box to the alarm brain came loose.
Pretty weird since the wires were wrapped in lots of electrical tape, had to remove the alarm harness to figure it out.
I'm still trying to make sense of the cigarette lighter relay clicking noise when ignition was turned.

Properly solder those alarm wires and you can avoid this situation...... Just a thought

Yes Sir, I soldered the started solenoid wire last night, then I found other wires with faulty connections, Im going to solder those as well
