Wheel spin sticking

Wheel spin sticking
So I started to hear a metal rubbing sound from the drivers side front wheel. It is not the pads because they are good. It sounded more like the shield behind the rotors rubbing. It would go away when I would brake. I took the wheel off and tried to spin it to see if I could pinpoint where the noise was coming from. When I spun the wheel it would spin but at one point it would get a little harder to rotate. What does that mean?
There is a 5 lug conversion on the car when I bought it so I hope it has nothing to do with that. I dont notice the car having any pull while driving, its just the noise I noticed and discovered that the wheel does not spin easily. I have no compared it to the other side but I am assuming that it should not have one spot rougher than the other. Should I try to take off the brake caliper to make sure that the caliper is not sticking or would that have nothing to do with it?

How do you know the pads are good did you check them? That sounds like a brake pad wear indicator to me. They will squeal when you drive but when you apply the brakes it will go away. I can't really think of much else other than a wheel bearing.
