Default Throttlebody plate supposed to fully closed at idle?

I'm having idle issues . I have the str 68mm TB and when its fully shut and sticks. I adjusted it open just enough to keep it from sticking and i think maybe air is getting through because the car tends to idle a little high and fluctuates some too. Once the thermo opens the fluctuation stops but the idle is still high. I have no FITV so its not that . Is the throttle plate supposed to be totally sealed at idle? And if so i could just seal the IACV passge and the car would shut off ? I haven't tried this because its too cold to mess with the car and let me know where the extra air is coming from?

My TB plate is completely closed at idle. It's probably getting to much air at idle just like you said.

So that plate should be 100% shut with no air flowing fast it when shut? I think before i put this on the car i may have noticed i could see light around the plate when i stuck it up to the light , so i may have to give str a call and see what they say , if in fact the plate is supposed to be sealed. I have heard stories about this Tb's being a little troublesome , hopefully this don't prove to be a reason to get something different

The throttle rotor should be closed completely. The car accepts air at idle throught the IAC. I am pretty sure you can't block off the IAC because of cold start ups. My car ran like crap without the IAC working correctly.
