Default Starting problem?

I have a 92 civic hatch and it has trouble starting up. The car cranks, but it just won't turn over to start. It won't start up when it rains or gets kind of hot outside. And when it does start it is only in the morning or night. First I believed it was the efi main relay and I replaced it with a new one, and it didn't fix the problem. So now I am believing that the fuel pump went out or electrical leading to the fuel pump is bad. What do you guys thinks? Should I get a diagnostic test? Thanks for reading.

I don't think it would be the fuel pump...but here's a quick way to test yourself. Pop the part of the backseat out that you sit on and put your ear over the cover for the fuel pump. Have a friend try to start the car, if you hear the pump come on, it's more than likely not the problem.

Ohh yeah something I left out, so when I do try to start my car when it is raining or hot outside I can't hear the fuel pump when the key is in the on position and my check engine light doesn't click off, but I do hear the fuel pump and the check engine lights clicks off when it is in the morning and night. Should I get a diagnostic test to find the problem out?
