Stalling out wile start up

Stalling out wile start up
Its been like 15 degrees out side. Wile i start my car up the rpm sits at 700. Then i release the clutch, it just stalls out. I was wondering, can it be related to oil? Or just to cold. After few minuts giveing it alittle gas the car runs fin
