Default smog question regarding CA

hey guys, my i took my car to get it BAR'd last week, and the visual passed but the smog part didnt, it failed the CO and the NO part.... the CO failed at 25mph(MAX= .51, MEAS=1.27) and the NO failed at 15mph(MAX= 708, MEAS= 1681)....so i failed by a pretty big margin. what can i do to make it pass next time around? the tech said that it can be due to carbon build up, how can i clean it out? i heard that i can use two cats... is that true? suggestions would be greatly appreciated....

sidenote

Yes, and make sure that your 02 sensor and catalytic are working properly, and you should be okay.

I have a question. The c/r on a stock b18b is around 9.3-.5:1 right? I replaced the pistons with CP rated at 9:1 and had the block and head milled to the thousand of an inch. Think it'll pass smog?
